Sagewind Capital-backed Federal Advisory Partners, a management consulting firm, completed the acquisition of Universal Consulting Services, an IT services and solutions provider that delivers innovative Enterprise IT and Health Services solutions across the federal sector. Financial terms were not disclosed.
