White Wolf Capital-backed DCCM, a provider of design, consulting, and program & construction management services based in Houston, Texas, agreed to acquire Urban Engineering and Urban Civil, providers of public works, land and site development, and surveying work for public and private clientele along the Texas Gulf Coast and other regions.
